Because people like to see specific numbers and the milestones crossed.

The "randomness" isn't much, and it may not be random, it may be a constant (negative or positive). And it may be a constant the I occaisionally change. In any case, the GOM is pretty close to the correct amounts, but nobody will ever be able to know EXACTLY when or if we crossed some milestone, or if they entered some "special" bill.
