Yes, while that may be true, if everyone pays with georged money, some or all of you are essentially guarenteed of getting some bills back in change. THIS IS NOT NATURAL CIRCULATION, and hitting such bills risks account suspension or termination for BOTH accounts.

And as Hans has said, just because Team Aqua or I don't respond to a post doesn't mean that we are implying that something is OK. For instance, I had one very dedicated and serious user a couple of years ago that had entered more than 15,000 bills. That was, until I found out that he had his whole family registered, and they were trading bills between them CONSTANTLY. I had to delete severl hundreds (if not thousands) of hits. He tried to explain that his whole family was into it - even hit 2 year old was entering and hitting bills!!! He tried to justify his actions by telling me that since I never told him it was against the rules (after two or more years of georging), he assumes it was OK to do whatever he wanted. I told him that I just found out about his account and that it wasn't OK. He quit WG that day in a rage of anger because I delted all those hits, and he's never come back. So, just because you DON'T hear from us that something is against the rules (even after two years), DOESN'T MEAN that it is OK. The rules are clear and simple - and any attempts to circumvent them is most certainly not natural circulation and doing so you are risking your account.
