I can say tha Beaker didn't already say (thanks, Beaker!).
The main problem I have is people who intentionally HIT bills in other locations because they gave them to friends/relatives or sent them, and they were instantly hit upon arrival. I generally do not like the idea of sending bills ANYWHERE, since that is clearly NOT NATURAL CIRCULATION. If you happen to travel YOURSELF, with bills, and spend them YOURSELF, WHERE YOU ARE, that's OK. But as I've asked before, and I'll ask again, WHAT'S SO @#$@&$# HARD for people to understand about NATURAL CIRCULATION? If you have to ask about it, then it is probably NOT NATURAL CIRCULATION.
