Well, not exactly.. if you entered a 1996 series $20 (AB------C) as 1999, the system would give you an error and tell you to go back and fix it - so even before the change, it wasn't possible to enter a new style bill with the wrong series - now it just fixes it automatically. This is not true for old style bills where you can enter the wrong series.
