Five months after Project OA-51 was launched*, three states - Delaware, West Virginia and Nevada - STILL have zero hits on any of the 25 crisp, new ones EMSed in the respective states, or even on OA51 bills from other states. Anyone want to bet that OA-51 will never join the 50-state Bingo Club?
