Nowhere did the guidelines or FAQ actually spell out what EMS means, or that people should follow it. I've changes the Guidelines to reflect this, and added the following text to guideline#2:

IMPORTANT NOTE: If you choose to mark your bills, you MUST FIRST "Enter" them into Where's George?, then "Mark" the bills, then finally "Spend" them. Think "Enter-Mark-Spend" or just "EMS". Bills that are marked but not entered into the database cause problems for the next person to find the bill, since it has no existing history. If you enter your bills after you have marked and spent them, then the "hits" could be out of order and you will not get credit for them. Always follow the rules of "Enter-Mark- Spend", and everyone will be happy.
