you almost had the system described correctly.
the database has no problem telling the difference but some users (Fishbone in this case) fail to read all of the choices on the 4CECS (four choice error correction system) page. Fishbone picked the choice that indicated that he was reentering the same bill instead of the choice that indicated that he was making an initial entry. choice one instead of four. here are the choices a user is given:
If you are an existing user who is re-entering a mis-entered bill,
(initial entry) and you are ABSOLUTELY CERTAIN
the Series on your dollar bill is: xxxx. . .Click Here
If you just found and are entering a bill marked or stamped with
www.wheresgeorge.com, and you are ABSOLUTELY CERTAIN
the Series on your dollar bill is: xxxx. . .Click Here
If the Series on your dollar bill actually is: xxxx. . . Please return to the
Where's George? Home Page and enter the proper Series. Thanks!
If you are entering this as a new bill (inital entry), and you are
ABSOLUTELY CERTAIN the Series on your dollar bill is:
xxxx. . .Click Here to enter the bill again and bypass this error check.
