Because no matter how much you try to get it right, there will be marked bills that are not entered into the database, or entered bills not marked, and you have no control over these bills, or when they are spent. Your friends might call and say "Oh, I spent those last week, sorry". THEY ARE NOT IN YOUR POSSESSION WHEN YOU ARE ENTERING THEM. PERIOD.
THERE IS NO GREY AREA HERE AT ALL.
