I have made, and will make no "special case" exceptions to the entering/possession rules. If I say what one person does is OK, then everyone will find some way to justify what they are doing is OK, and then all hell breaks loose. I will repeat the rules once and for all:
ONLY ENTER BILLS YOU ACTUALLY, PHYSICALLY, AND CURRENTLY HAVE IN YOUR PERSONAL POSSESSION, FROM THE ZIP CODE WHERE YOU ARE STANDING OR SITTING AT THAT MOMENT. NO EXCEPTIONS. IN NO WAY DO I ALLOW OR CONDONE THE WRITING DOWN OF SERIAL NUMBERS FOR ENTRY SOMETIME LATER FROM SOME OTHER LOCATION.
How many times have we seen a post like this: "I was out at the supermarket, and I written down the serial numbers from a bunch of bills I just spent. I raced home, entered them, and some already had a hit." This causes two problems - (a) the bill entries are OUT OF ORDER and inaccurate, and (b) I now have ANOTHER ANGRY PERSON WHO ENTERED A BILL WITHOUT A HISTORY.
JUST DON'T DO IT!
