The entire point is to avoid a large stack of marked bills reaching a bank, store, or ANY OTHER TYPE OF INSTITUTION that may have issue with the bills. If you spend a stack of bills somewhere (especially larger bills), there is a very good chance they will end up in a bulk deposit because the person at the store/bank/whatever sees them marked and sends the hole stack to the bank to be dealt with. I've said it a thousand times already, just spend your bills as part of normal commerce and distribute them normally. If you "normally" spend large stacks of bills for money orders or paying bills, THE FIRST RULE SUPERCEEDS THE SECOND. I don't care if *you* consider it natural circulation, if you spend a large number of marked bills in one place, IT IS ALWAYS AGAINS THE RULES. End of discussion.
